Nederland, de nabije toekomst. Een superstorm verwoest de dijken en zet een groot deel van het land onder water. Voedsel en medicijnen worden schaars en terwijl de vluchtelingenstroom vanuit het westen groeit wordt Emir Berk vermoord, de vooruitstrevende Turkse premier van Nederland. De paniek slaat toe.
