Het is juli 2005 en de G8-leiders zijn verzameld in Schotland. Door alle protestmarsen, demonstraties en rellen is de politie op oorlogssterkte. Iedereen is op straat, behalve inspecteur Rebus, die strikte orders heeft het bureau te bemannen.
