Bibi und Xenia sind auf der Junghexeninsel, da hören sie den Neustädter Bürgermeister und seinen Sekretär Pichler. Deren Tretboot ist auf eine Sandbank aufgelaufen, weil die Triller so wenig Wasser führt. Der Bürgermeister will sofort einen Staudamm bauen lassen, um zu jeder Zeit Tretboot fahren zu können - aber dann würde die Insel überflutet!
