Der Bürgermeister plant ein Motorboot-Rennen. Und der Wendepunkt der Strecke soll ausgerechnet die Naturschutz-Insel im Fluss sein, der Geheimtreffpunkt der Junghexen! Das bedroht die dortigen Tiere und Pflanzen. Um gegen diese Idee vorzugehen, gründet Bibi mit ihren Hexenfreundinnen die "Junghexenbande". Das gefällt dem Stadtoberhaupt gar nicht.
