Berlin 1948: Die Stadt liegt in Trümmern und das Verbrechen blüht
Der brutale Mord an einem bekannten Schieberkönig wird zum ersten Fall für Kommissar Hans-Joachim Stein: Als Sohn eines Emigranten hatte er 1933 Berlin verlassen, nun ist ihm alles in der von Spaltung und Blockade gebeutelten Stadt fremd, und in der neu gegründeten Mordinspektion West schlagen ihm Vorbehalte und Misstrauen entgegen. Als Steins Vorgesetzter schließlich versucht, einen weiteren Mord zu vertuschen, hat der Kommissar die Gewissheit, dass der Geist des Nationalsozialismus noch immer allgegenwärtig ist. Das stachelt Stein jedoch erst recht an, der Wahrheit auf den Grund zu gehen.
